Good Faith Inspections
Part 1: Responsibilities of Persons Performing Good Faith
Inspections for Washington State University
Any person performing a good faith inspection for asbestos containing materials on the Washington State University (WSU) campus must be accredited by EPA as a asbestos building inspector and must be approved by the WSU Environmental Health and Safety (EH&S) department.
Any person performing a good faith inspection at WSU must perform the inspection in compliance with EPA and Washington State Department of Labor and Industry (L&I) rules, as specified in WAC 296-62-077 to 07755.
The person performing a good faith inspection must prepare a written
report. The written report must include a map or maps of rooms and/or
areas showing the location where samples were taken. The locator for
each sample must be identified by a sample identification number. The
identification number for each sample must be accompanied in the text
portion of the report with the following information:
- For each sample number provide the name of the sampler, the date,
the kind of material sampled, the number of samples of a presumed
homogenous material, and the location (room number) of the sample(s)
- For each sample number, indicate whether asbestos was present or
not, and if present the percent asbestos in the material.
- For each sample (or set of samples associated with a particular
homogenous material) positive for asbestos, indicate the amount of
asbestos-containing material and its location. Descriptors locating
the ACM must be clear so there is no question that all materials can
be located by WSU representatives and/or by any asbestos abatement
contractor responsible for abatement of the material. The description
must also be clear enough that a person inspecting the site after
abatement can readily determine that all materials have been abated.
All raw data associated with the inspection report must be appended
to the inspection report, including field sample forms, field notes
associated with estimates of amounts of suspected materials, completed
chain of custody forms, laboratory analytical result forms, and copies
of certificates for each asbestos building inspector. Pictures of materials
identified as positive for asbestos are requested, but not required.
The written report must be in a typewritten or printed form, with the
information legible and clear.
