Notification Of Regulatory Agencies

Department of Ecology Notifications

The Washington State Department of Ecology (Ecology) must be notified whenever an asbestos abatement project is planned which exceeds the following size limitation: 260 lineal feet of pipe insulation (TSI, thermal systems insulation), or 160 square feet of surface-applied materials. The surface-applied materials include sprayed-on or troweled-on coatings. Abatement of materials considered to be friable by Ecology in the quantities listed must be reported. Note that it is not required to report abatement of non-friable materials (such as roofing, transite siding or tile flooring compounds). However, if these materials become pulverized or broken into small pieces during the abatement process, any amount exceeding 160 square feet of material must also be reported to Ecology.

In order to meet NESHAPs requirements, Ecology must be notified of asbestos abatement work involving the amount of materials indicated above by hand delivery or postmarking a notice at least 10 working days prior to the start date. The form in Appendix 1 should be used for the purpose of EPA notification.

The WSU Facilities Operations Maintenance division will prepare and will mail or deliver the notification. Notifications of Ecology are addressed to:

If the start date of the project changes, but is later than the original start date, Mr. Flibbert must be notified by telephone prior to the original start date. If the start date is sooner than the original start date, contact EH&S for liaison with the EPA.

A copy of the notification is sent to EH&S at the time it is mailed to Ecology.

Labor & Industries Notification

Reporting of asbestos abatement activities must also be made to the Washington State Department of Labor and Industries (L&I). Reporting is required for Class I materials in an asbestos abatement project of greater size than 10 linear feet of pipe or 48 square feet of surface area. Unless the material is pulverized, Class II abatement projects need not be reported to L&I. The form in Appendix 1 should be used for the purpose of L&I notifications. The notice must be received by L&I at least ten calendar days prior to the start of the project. If there is a change in the start or ending times of the project, an amended notice must be filed at the office where the original notice was sent. The amended notice must contain the following:

Notifications performed by asbestos abatement contractors

Contractors must notify appropriate regulatory authorities of asbestos abatement activities related to construction projects performed on the WSU campus. Copies of notices sent by an asbestos abatement contractor must be sent, the same day, to Environmental Health and Safety, Washington State University, P.O. Box 641172, Pullman, WA 99164-1172.

Notifications performed by WSU

Some asbestos abatement projects may be performed by the WSU asbestos crew. All notifications for these asbestos abatement projects will be sent by WSU to the appropriate regulatory agencies. The Operations Center Supervisor, Maintenance Services Division, or a staff worker directly supervised by the Operations Center Supervisor is responsible for producing and sending the notifications.
