Spill Prevention, Control,
and Countermeasure Plan
Oil Handler Annual Refresher Training
Washington State University has about 500,000 gallons of oil contained in approximately 600 containers.
WSU strives to prevent contamination of our water (Airport Road Creek, Mill Creek, Dry Gulch Creek, South Fork Palouse River, etc.)
Plan contents:
- Inspection time tables and observations (leaking valve, water in containment, etc.)
- Type of security provided (locked door, gate, etc.)
- Specific information about each container (volume, room number, type of container, etc.)
- Containment
- Contingency Plan/Discharge protocols
- Standard Operating Procedures
Standard Operating Procedures (SOP)
SOPs
should be completed for all tasks which require individuals to work with containers of oil having 42 gallons or greater.

The SOP should contain information regarding the process, hazards, resource information, protective equipment, waste disposal procedures and spill procedures.
Spill Protocol
For spills with potential to reach navigable waters or negatively impact the environment:
If safe to do so the employee should:
- Stop the discharge.
- Protect storm and sanitary drains.
- Call 911 or notify dispatch to activate Contingency plan;
- Provide all vital information to dispatcher;

- Stop discharge.
- Contain released material.
- Cleanup discharge.
- Make all notifications.
- Release back to operator.
